Employment Exchanges in Delhi
The Delhi employment exchange is one of the branches of the Employment Exchange. According to the Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959 in any State or area thereof, the employer in every establishment in public sector in that State or area shall, before filling up any vacancy in any employment in that establishment, notify that vacancy to such employment exchanges as may be prescribed.
Employment Exchanges play a significant role in assisting the youth in finding employment in paid jobs. They also assist them in starting Self-Employment Ventures through Vocational Guidance activities. Registering the applications of job-seekers and notifying them about vacancies, collection and dissemination of Employment Market Information, Vocational Guidance to students and the youth are the major functions of Employment Exchanges.

Answer is simple and here: An Employment Exchange is an organization that provides employment assistance on the basis of qualification and experience. The Departments of Employment in various States of India allow unemployed educated youth residing in the respective States to pre-register for impending job vacancies occurring in different sectors of that State. The registered job seekers, in many States, can also check their status on the job waiting-list online. They also allow job seekers to search for suitable jobs and to update their resume. Employers can post their vacancies with these exchanges and choose from among the registered candidates as per their requirements.
Unemployed persons as well as currently employed persons looking for more suitable jobs can register with the Employment Exchanges operating in their States to avail of job opportunities.
What are the requirements to register with an Employment Exchange?
Fill up the required application form, which is either available online or with the Employment Exchange in your area of residence. You need to submit attested photocopies of all your educational and experience-related certificates along with your resume, Caste Certificate (optional) and photographs, and produce identity documents such as Voter's Identity Card or Ration Card or Passport or Birth Certificate or Domicile Certificate, at the Employment Exchange operating in your region. After registration, you will be issued a registration number.
How to register (offline)?

Candidates willing to register with an Employment Exchange need to fill up the required application form, which is either available online for download or with the Employment Exchange in their area of residence.

Attested photocopies of all educational and experience-related certificates are to be submitted by the candidates along with the application form.

Original copies of all the certificates with you to produce for verification at the time of registration.

Caste Certificate (optional) and photographs taken within last three months.

Any proof of residence/identity in the area: Voter card, ration card (issued at least one year ago), passport, domicile certificate, any proof that shows that father or husband of a female (shifted to the area after marriage where willing to register) is a permanent resident of the area.

Certificate of Date of Birth.
- Certificate of SC, ST, OBC, Ex-Servicemen, Physically Handicapped, Ex-Servicemen etc.
A registration number is issued after registration in the employment exchange. Registration is free of charge and no fee is to be paid for the registration. Registration can be made for a maximum 4 occupations with suitable qualifications and experience.
Online registration:
Various states have their web portals for online registration of job seekers and information of employers. However, there is no centralized portal to register unemployed youths and provide job information in their respective states or districts. Finance Minister Mr Pranab Mukherjee announced in his budgetary speech that India will have a centralized web portal using which any job seeker can access any employment exchange of state or country and can apply for the job. In an attempt to provide a single platform to meet the supply and demand of employment market in the country, the Ministry of Labor and Employment is planning to develop a national web portal with common software for employment exchanges. The beta version is expected to go live before end of this year.
